Subject to the provisions of the Constitution, the executive power of the Union
shall be vested in the President. Nothing in this Section shall prevent the Pyidaungsu Hluttaw
from conferring functions and powers upon any authoritative body or person, or be deemed
to transfer to the President functions and powers vested in any administrative body or
person concerned under the existing laws.

(a)
All executive actions of the Union Government shall be taken as action in
the name of the President.
(b)
The President shall, except in matters conferred on him by the Constitution
to perform in his own discretion, have the right to issue necessary rules on
matters to be performed by the Union Government, on allocation of the
said matters to the Ministries of the Union Government, and on allocation
to the person responsible to act under any law.
(c)
Orders and instruments executed in the name of the President shall be in
accord with the manners of the prescribed rules issued by the President.
Moreover, the validity of such order or instruments shall not be called in
question on the ground that it was not done by the President.
(d)
The President may, without prejudice to the generality of the provisions of
Sub-Sections (a), (b) and (c) of this Section, allocate his duties regionally
or according to the functions of the Government department.

The Union Government preserves stability of the Union, community peace and
tranquility and prevalence of law and order.
